
Bangsamoro Social Protection Plan 2024-2028 Inulansad ng MSSD sa Bangsamoro region

COTABATO CITY (Pebrero 21, 2025) — Opisyal nang inilunsad ng Ministry of Social Services and Development (MSSD) ng Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) ang Bangsamoro Social Protection Plan (BSPP) 2024-2028 ngayong araw ng Biyernes sa Shariff Kabunsuan Cultural Center (SKCC), Cotabato City.
Sa pagbubukas ng seremonya, nagbigay ng pambungad na mensahe si Dr. Kadil M. Sinolinding, Jr., Minister ng Ministry of Health at Vice-Chairperson ng Social Development Committee.
“Today marks the significant milestone of our journey towards a more inclusive and equitable society, the launching of BSPP 2024-2028.” “It is not only a document, its represents a work collective vision for a social protection system that is truly reflective of our values, our cultures, and our aspirations,” pahayag ni Sinolinding.
Sa keynote address ni Chief Minster Ahod “Al Haj Murad” B. Ebrahim, kung saan binigyang-diin nito ang kahalagahan ng BSPP sa pagpapalakas ng social safety net sa rehiyon.
“This BSPP aims to strengthen the social safety in the region in developing contextualize strategies that provide universal access to peace and human rights, privileges of all our constituents at different life stages ultimately contributing on economic and social transformation as a whole. I am delighted to hear that this plan has been crafted,” ayon kay Chief Minister Ebrahim.
“I encourage you to take honorship of this plan and proactively dedicated yourself to its effective implementation. Let us unite in our efforts to realize the goals, set for this plan. The Bangsamoro people had suffered so much, and they serve nothing but the best of the programs, projects, and services we can offer to them,” dagdag nito.
Nagbigay rin ng overview sa BSPP 2024-2028 si Atty. Raissa H. Jajurie, Minister ng MSSD at Chairperson ng Social Development Committee. Anya, ang BSPP ay isang medium-term strategic framework na naglalayong palakasin ang sistema ng social protection sa BARMM sa pamamagitan ng mga programang tumutugon sa natatanging socio-cultural, economic, political, at environmental na hamon sa rehiyon. Nakapaloob dito ang mga estratehiya na sumusuporta sa 2nd Bangsamoro Development Plan (2nd BDP) 2023-2028 at sa Philippine Social Protection Plan 2023-2028.
Nagpahayag naman ng suporta si Undersecretary Alan A. Tanjusay ng Peace and Development Group, Department of Social Welfare and Development (DSWD).
“The DSWD is truly honored to be part of this significant milestone and to witness the official launching of BSPP 2024-2028, this comprehensive framework ensures that the interventions are directly aligned with the realities of the region fostering inclusive, responsive, and high-quality social services that contribute to a building more empowered, cohesive, and progressive Bangsamoro,” wika ni USec. Binigyang-diin naman ni DSWD Secretary Rex Gatchalian na ang BSPP 2024-2028 ay isang mahalagang hakbang upang matugunan ang iba’t ibang pangangailangan ng rehiyon, “The BSPP 2024-2028 is a significant step towards ensuring that the diverse needs of the region are addressed especially in the provision of essential services, economic opportunities, and developmental programs that promote resilience and well being. Moreover, this plan also symbolizes your commitment with the Bangsamoro People to work towards fostering growth and social equity in the region.”
Pinuri rin ni NEDA Secretary Arsenio M. Balisacan, Ph.D, ang BSPP bilang isang patunay ng pangako ng Bangsamoro Government sa pagpapabuti ng buhay ng mga vulnerable sa rehiyon.
“NEDA gives its utmost support to the BSPP, it is clearly aligned with the priorities outlined in the PDP 2023-2028 and it’s anchored to the 2nd BDP 2023-2028. We are encouraged that this document ensures that national and regional development priorities are well-integrated,” wika ni Secretary Balisacan.
Samantala, sa message support ni Andreas Wuestenberg, Head ng Mindanao Field Office ng UNICEF Philippines. Anya, “UNICEF commends the Ministry of Social Services and Development for their leadership role in creating this first Bangsamoro Social Protection Plan with the support of the Australian government.”
Nagpaabot din ng mensahe ng suporta si Australian Ambassador to the Philippines Her Excellency HK Yu PSM, FCPA (Aust). Ayon sa kanya, “Australia and the Philippines share a strong and enduring partnership built on more than 75 years of diplomatic engagement, including over 50 years of development cooperation. We recently launched the Australia-Philippines Development Partnership Plan, which outlines how our countries will work together in pursuit of development outcomes over the next five years.”
Binigyang-diin naman ni Director General Judith G. Tinio, Ph.D ng Ministry of Indigenous Peoples’ Affairs (MIPA) na ang BSPP ay isang patunay ng pagkakaisa at kolektibong adhikain ng Bangsamoro.
“We have not nearly witnessed the unveiling of the document. We have witnessed the birth of commitment, a promise in the shared aspiration of people just like me, the IP community, hoping for a brighter future. This plan crafted through extensive consultation and synergy or collaborative efforts stand as a testament to our collective resolve to address the dynamic challenges confronting our communities,” ayon kay Director General Tinio.
