1,200 Indibidwal sa Turtle Islands, Tawi-Tawi, Makakatanggap ng Birth Certificates
COTABATO CITY (Ika-7 ng Abril, 2025)—Isinagawa ng Ministry of Social Services and Development (MSSD) sa pakikipagtulungan ng UN Refugee Agency (UNHCR) ang pagpaparehistro ng kapanganakan na pinondohan ng Japan ang 50 target na lugar sa mga munisipalidad ng Mapun at Turtle Islands sa Tawi-Tawi.
Dahil sa kanilang kalayuan, nahihirapan ang mga munisipalidad na ito na makuha ang mga serbisyo ng gobyerno, kabilang na ang pagpaparehistro ng kapanganakan. Ayon kay Sheba J. Jamaluddin, Municipal Social Welfare Officer (MSWO) ng MSSD Mapun, “Limited access to birth registration remains a major concern,” nang magdaos ng training para sa MSWOs at mga social welfare officers sa Davao City mula ika-2 hanggang ika-4 ng Abril.
Dagdag pa ni Jamaluddin, “Additionaly, some Sama Bajaus do not see birth certificates as essential. Our role in this initiative is to coordinate the registration process on the ground and advocate for its importance in accessing government support.”
Ayon kay Barbangsa M. Jalaide, MSWO ng MSSD Turtle Islands, “Many children remain undocumented because their parents also lack birth certificates and are often unaware of the significance of legal identity as Filipino citizens. However, MSSD has built trust within these communities. Now, we can directly encourage parents to register their children and highlight the benefits of legal identity in accessing MSSD and Bangsamoro Government programs and services.”
Layunin ng proyekto na makapagrehistro ng 30,000 indibidwal mula Hulyo 2024 hanggang Hunyo 2026 upang mapabuti ang mga rate ng birth registration sa Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).
Ayon sa Philippine Statistics Authority (PSA), layunin nilang maproseso ang higit sa 400,000 birth registrations hanggang katapusan ng 2027, mula sa tinatayang 2 milyong hindi nakarehistrong kapanganakan sa BARMM.
Batay sa mga tala ng PSA, ang lahat ng mga lalawigan sa BARMM ay kabilang sa sampung pinakamababa sa bansa pagdating sa birth registration, na may average na rate na 77%, kaya’t nagsusulong ng agarang pangangailangan para sa tuloy-tuloy at koordinadong mga hakbang.
“Unregistered births continue to be a challenge in marginalized communities across BARMM, particularly due to the region’s diverse ethnic groups. We welcome this initiative as it supports PSA’s goal of achieving 99.5% birth registration coverage nationwide,” ayon kay Delson Yusop, Registration Officer IV ng PSA-BARMM.
Simula pa noong 2019, nagsusumikap ang MSSD upang gawing mas inclusive at accessible ang pagpaparehistro ng kapanganakan, tinitiyak na bawat Bangsamoro ay may access sa mga social services na kailangan nila.
