Konsultasyon sa Pagsasapinal ng Internally Displaced Person’s IRR, Pinangunahan ng MSSD

COTABATO CITY (Ika-4 ng Pebrero, 2025)—Nagsagawa ng Stakeholders Consultation ang Ministry of Social Services and Development (MSSD) katuwang ang Ministry of the Interior and Local Government (MILG), United Nations High Commissioner for Refugees (UNHCR), at Consortium of Bangsamoro Civil Society (CBCS) para sa pagsasapinal ng Implementing Rules and Regulations (IRR) ng Bangsamoro Autonomy Act No. 62 (BAA 62) isang makasaysayang batas na kumikilala sa mga karapatan ng Internally Displaced Persons (IDPs) sa Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) noong Ika-30 hanggang ika-31 ng Enero sa Pagana Hall, Cotabato City.

Dinaluhan ito ng mga kinatawan mula sa iba’t ibang ministeryo ng Bangsamoro, mga local government units (LGUs), development partners, non-governmental organizations (NGOs), civil society organizations (CSOs), at mga lider ng IDPs upang matiyak na magiging komprehensibo at tumutugon ang IRR sa pangangailangan ng mga nawalan ng tirahan sa rehiyon.

Ayon kay MSSD Minister Atty. Raissa H. Jajurie, mahalaga ang papel ng IRR sa pagsasakatuparan ng mandato ng BAA 62 at binigyang-diin niyang isa itong nangungunang batas sa proteksyon ng IDPs sa Southeast Asia. “BAA 62 is the first-of-its-kind legislation that recognizes the rights of IDPs in Southeast Asia, and this IRR plays a crucial role in its implementation,” aniya.

Pinagtibay rin ng MILG ang kanilang pangakong suportahan ang pagpapatupad ng batas sa antas ng pamayanan. Ayon kay Fausiah R. Abdulla, Director II for Operations and Management Services, “MILG reaffirms its full commitment to ensuring that the rights of internally displaced persons (IDPs) are protected at the grassroots level. We will continue working alongside MSSD, UNDP, UNHCR, and other stakeholders to institutionalize the policy and ensure its effective implementation.”

Binigyang-diin naman ni Atty. Maria Ermina Valdeavilla Gallardo, UNHCR Philippines Head of National Office, ang kahalagahan ng partisipasyon ng iba’t ibang sektor sa pagbuo ng IRR. “As an advocate for IDP rights, this achievement is deeply gratifying. UNHCR and its partners acknowledge the significance of the stakeholders’ consultation, particularly in shaping the implementation of the IDP law,”aniya.

Dagdag pa niya, “The inclusion of key stakeholders recognizes the importance of the law in paving the way for durable solutions, noting that the process has now reached a critical stage.”

Ayon naman sa panig ng mga IDP, ipinaliwanag ni Johary Ditucalan Ayo, isang IDP leader mula Marawi City, kung paano makakatulong ang BAA 62 sa kanilang pang-araw-araw na buhay. “First, this bill promotes and protects the rights of IDPs. Second, it establishes mechanisms and processes that look after the welfare and interests of IDPs before, during, and after displacement, with a view of achieving durable solutions. Third, this bill defines the duties and responsibilities of the concerned agencies in protecting the rights of IDPs. Lastly, it provides inter-coordination between and among government agencies and other organizations,” ani ni Ayo.

Sa pamamagitan ng konsultasyong ito, nagkaroon ng pagkakataon ang mga stakeholder na magbigay ng mahahalagang mungkahi na magsisilbing gabay sa huling bersyon ng IRR. (Hasna U. Bacol, BMN/BangsamoroToday)
