
MSSD Construct New Provincial Office and Bangsamoro Women’s Center in Malabang

COTABATO CITY (July 28, 2025) — The Ministry of Social Services and Development (MSSD) officially held the groundbreaking ceremony today for two major infrastructure projects in Barangay Madaya, Malabang: the two-story MSSD Provincial Operations Office for Lanao del Sur B and the Bangsamoro Women’s Center, also known as Bahay Kanlungan.
The Provincial Operations Office is being constructed through a bid offer of PHP 37,522,012.67, funded under GAAB 2024, while the Bahay Kanlungan project is worth PHP 19,730,354.02, sourced from the Special Development Fund 2023. Both projects aim to enhance the delivery of social services in the province and provide safe, temporary shelter for women and youth who are victims of abuse, violence, or forced displacement.
In her remarks, OIC-Provincial Social Welfare Officer Noralina B. Oma shared an emotional reflection on the significance of the event.
“This is a dream come true. For years, I have longed for a permanent space to we can call our own. And today, that dream becomes reality—not only with the construction of our field operations office but also with the establishment of a kanlungan for women in crisis,” she said.
The construction of these facilities stands as a testament to MSSD’s unwavering commitment to bringing government services closer to the people. These buildings will embody the Ministry’s core values of dignity, care, and inclusivity, ensuring humane, secure, and welcoming spaces for the communities they serve.
