
AFP Participates in Bangsamoro Human Rights Commission’s Human Rights Education Session on IHL in Lanao

COTABATO CITY (July 4, 2025) — The Bangsamoro Human Rights Commission – Lanao del Sur Provincial Office (BHRC-LDSPO) recently held a Human Rights Education session on International Humanitarian Law (IHL) for personnel from the Armed Forces of the Philippines (AFP) operating in Lanao del Sur and Lanao del Norte. The event took place at the 103rd Infantry (Haribon) Brigade Camp in Marawi City.
According to a post on BHRC’s social media, the session aimed to enhance the understanding of IHL principles among military personnel. A particular focus was placed on Republic Act No. 9851, the Philippine Act on Crimes Against International Humanitarian Law, Genocide, and Other Crimes Against Humanity. This law serves as the domestic counterpart to international legal instruments that govern armed conflict and protect civilians.
The initiative sought not only to educate participants on the key tenets of IHL but also to reinforce their essential role as duty bearers in upholding human rights and adhering to the rules of war during combat operations and peacekeeping missions. Central to the discussions was the importance of protecting non-combatants—especially civilians, the wounded, and those who are hors de combat—and ensuring accountability for violations in accordance with international standards and Philippine law.
