
Kapalawan Gathers Community Voices on Proposed Halal and Waste Ordinances

GENERAL SANTOS CITY (June 23, 2025) — The local government of Kapalawan convened a public hearing and stakeholders’ forum on Friday, June 20, to solicit feedback on two proposed ordinances addressing halal regulation and solid waste management. The activity was featured in a social media update shared by Acting Vice Mayor Dr. Toto D. Laguialaot.
Held at the Barangay Manarapan Covered Court, the event drew participation from a broad range of community sectors, including faith leaders, youth and women’s groups, health professionals, agriculture officers, and other concerned citizens. The gathering focused on two legislative proposals: Ordinance No. 01, Series of 2025, which outlines a framework for the regulation of halal goods and services; and Ordinance No. 07, Series of 2025, which promotes waste segregation at the household level and outlines penalties for non-compliance.
Vice Mayor Laguialaot, who facilitated the discussion, emphasized the vital role of public engagement in crafting local legislation. He also underlined the urgency of building Material Recovery Facilities (MRFs) in all barangays to help manage biodegradable waste and convert it into beneficial products such as organic fertilizer.
One of the highlights of the session was a lecture by Aleem Montazir Mangco, who spoke on the Islamic principles underlying halal practices, reinforcing the connection between religious purity and daily conduct.
Representatives from both government institutions and civil society echoed their support for the measures, pointing to their broader impact on morality, economic opportunities, and environmental sustainability.
The consultation wrapped up with the signing of a collective endorsement addressed to the Sangguniang Bayan of Kapalawan, signifying unified backing from key sectors for the passage of the ordinances in line with the town’s pursuit of ethical and sustainable governance.
