Chief Minister Macacua Outlines Priorities at the Ceremonial Opening of the 2nd BTA Parliament’s Fourth Regular Session

COTABATO CITY (April 8, 2025) — Interim Chief Minister Abdulraof A. Macacua outlined his administration’s priorities during the Ceremonial Opening of the Second Bangsamoro Transition Authority Parliament’s Fourth Regular Session on April 8, 2025, at the Shariff Kabunsuan Cultural Complex, Bangsamoro Government Center in Cotabato City.

At today’s session, Chief Minister Macacua delivered a report to the Bangsamoro people, highlighting the major achievements of the Bangsamoro government and reaffirming his administration’s commitment to sustaining the gains of peace and development based on the principles of Moral Governance.

To strengthen moral governance, he emphasized the importance of timely wages and payments, stating that there should be no more delays, including those affecting contractors. Payments should not take several months to process.

Macacua also assured that he will facilitate the prompt onboarding of Bangsamoro staff and ensure that the time each employee spends on their duties is productive.

During his term, the Chief Minister is committed to expediting the BTA’s deliberations on several priority laws, particularly the Bangsamoro Revenue Code, which is vital for the fiscal autonomy and sustainable development of the Bangsamoro region and the Transitional Justice and Reconciliation as part of the Bangsamoro peace process.
