
BARMM and National Government Sign Oil and Gas Exploration in Tawi-Tawi

COTABATO CITY (October 8, 2025) — The Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), under the leadership of Chief Minister Abdulraof A. Macacua, has made significant progress in advancing the region’s energy development agenda by signing a contract for oil and gas exploration in Mapun, Tawi-Tawi. This event took place today at Malacañang Palace.
The signing ceremony represents a milestone in the Bangsamoro Government’s efforts to strengthen its energy sector and utilize the region’s natural resources for sustainable growth. The initiative aims to enhance BARMM’s capacity for responsible mineral resource development and create new economic opportunities for local communities.
According to Member of Parliament Datu Tawakal Midtimbang, Chair of the Committee on Environment and Natural Resources, the agreement is the result of extensive consultations and technical studies to ensure the project will provide tangible benefits for the people of the Bangsamoro region.
President Ferdinand R. Marcos Jr. was present at the signing ceremony, joined by Chief Minister Macacua. Also in attendance were Minister Akmad Brahim from the Ministry of Environment, Natural Resources and Energy (MENRE), Minister Mohagher Iqbal from the Ministry of Basic, Higher and Technical Education (MBHTE), and Engr. Mohajirin Ali, the Director-General of the Bangsamoro Planning and Development Authority (BPDA). Tawi-Tawi Governor Yshmael “Mang” Sali represented the provincial government at the event.
Officials noted that the project is expected to bring substantial economic benefits—not only to Mapun but also to other areas of Tawi-Tawi—through job creation, the growth of local enterprises, and improved access to energy resources.
“This marks a new chapter in our journey toward energy security and inclusive progress—anchored on moral governance, responsible stewardship, and lasting peace for our people,” Chief Minister Macacua stated.
“Together, we move forward with hope and determination, ensuring that every resource we harness uplifts our people, strengthens our autonomy, and secures a peaceful and more resilient Bangsamoro,” he added.
The Bangsamoro Government has assured that the oil and gas exploration activities will be conducted with the highest standards of care and accountability, adhering to environmental sustainability practices and maintaining close coordination with local communities to ensure their participation, safety, and welfare.
