
‘3rd Tilagad sa LBO’ Tackles Islam and the Philippine Political System

COTABATO CITY (August 23, 2025) — The 3rd Tilagad sa LBO was successfully held on Saturday, August 23, 2025, at the LBO Compound, Tamontaka 1, this city. The event brought together members of the League of Bangsamoro Organizations (LBO), scholars, and youth leaders for a thought-provoking discussion on the theme:
“The Philippine and Islamic Political System: Irreconcilable?”
The keynote guest was Ustadh Abdulkahar Musa, who delivered an insightful lecture exploring the intersections, differences, and potential harmonies between Islamic governance principles and the Philippine democratic framework.
He highlighted that before the neo-colonial government was formally established in the Philippines in 1946, Islam was the first religion to arrive and ruled the land from 1310 until 15th century under a sultanate form of government.
He also noted that the Philippine Constitution separates church and state, which has caused incompatibility and tension between the two systems.
In the context of Islamic governance, he referenced the Quran, Hadith, Hidzma, and Alqiyas. He explained that, in Islam, the main source and authority of governance and leadership is Allah.
He asked, “Can we harmonize Islamic governance and the Philippine political system?” He answered affirmatively but stressed the need to design and promote a governance framework that reflects not just Bangsamoro interests, but also encompasses broader Muslim perspectives, incorporating institutions like Darul-Ifta, madaris, and Shariah. He argued that gradual reconciliation of the Islamic system within governance is achievable.
He further stated that Ulama and professionals can play an instrumental role in this process.

The forum was facilitated by the Bureau of Religious Affairs – LBO (BRA-LBO), under the leadership of the Muslim Youth Brotherhood (MYB), and aimed to deepen the community’s understanding of governance from both Islamic and constitutional perspectives.
