DAB Successfully Facilitates Phase 2 of Policy Research Training for OOBC Employees

COTABATO CITY (September 5, 2025) — The Development Academy of the Bangsamoro (DAB) has successfully conducted the second phase of its Policy Research Training, titled “Writeshope.” This event took place from September 2 to 4, 2025, at Microtel by Wyndham in Davao City. The three-day capacity-building initiative was designed specifically for employees of the Office for the Other Bangsamoro Communities (OOBC).

The training aimed to strengthen the competencies of OOBC personnel in developing evidence-based policies for Bangsamoro communities located outside the core territory of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

Key objectives of the training included: Enhancing understanding of the fundamentals, ethics, and methodologies of policy research; Developing practical skills in designing research frameworks and applying appropriate methodologies; Strengthening critical thinking and analytical skills; an Fostering collaboration and engagement in research development.

Participants engaged in several focused sessions covering topics such as Introduction to Research Preparation, Data Analysis and Interpretation, and Effective Reporting Strategies. These sessions were designed to be practical and interactive, allowing participants to apply their learning directly to drafting policy recommendations.

OOBC Executive Director Prof. Noron S. Andan emphasized the importance of the training in enhancing the employees’ roles and contributions, particularly in formulating policy recommendations for submission to the Office of the Chief Minister.

“Malaking bagay ito sa kanila upang magampanan nila ang kanilang task at responsibilidad—lalo na sa paggawa ng policy recommendation para sa Office of the Chief Minister,” said Prof. Andan.

He also expressed confidence that the training would benefit the institution and leave a lasting legacy for every employee who participated. Additionally, he noted that the skills acquired would help improve the quality and impact of the policies developed by OOBC.

This initiative is part of OOBC’s ongoing coordination and collaboration program with partner offices and agencies to develop programs that address the needs of Bangsamoro communities outside the BARMM core territory.

Currently, OOBC continues to advocate for program proposals and service delivery mechanisms in partnership with the Office of the Chief Minister and other implementing bodies to support Other Bangsamoro Communities nationwide. (Norhainie S. Saliao, BMN/Bangsamoro Today)
