Multi-Stakeholders in Lanao Oppose Redistricting Bill No. 351, Urge ICM Macacua Not to Sign the Legislation

COTABATO CITY (August 26, 2025) — A peaceful rally was held this morning at the Lanao Islamic Paramedical College Foundation, Inc. (LIPCFI) in Poblacion, Marawi City, to protest the proposed Parliamentary Redistricting Bill No. 351.

The event was led by Alim Nasif Marangit, President of the Ranow Movement, along with representatives from various sectors, including civil society organizations (CSOs), academia, traditional leaders, the Ulama, youth, and women’s groups.

The rally aimed to challenge what the organizers described as the “unjust” redrawing of parliamentary districts proposed in Bill No. 351. Speakers emphasized that the measure undermines the principles of democratic representation and could threaten the political voice of marginalized communities.

The Ranow Movement asserted that the bill erodes democratic processes and jeopardizes the progress made through the Bangsamoro peace process. They called for the protection of peace, justice, and the right to self-determination in the region.

Participants carried placards with messages expressing their strong opposition to the bill, including:
“We Support the Original Version of Bill No. 351”
“We Stand United — Don’t Divide Us”
“COMELEC: Serve People, Not Dynasties”
“Redistricting per BTA Bill No. 351 is Unacceptable”
“CAB is the Only Solution for Bangsamoro Problems”
“Galvez, Lagdameo — RESIGN”

The rally also served as a collective appeal to the current Chief Minister of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), Abdulraof A. Macacua, urging him not to sign the controversial bill into law.

Among those who attended and expressed support for the cause were MP Abdullah “Bravo” Macapaar, MP Said Sheikh, MP Jannati Mimbantas, Former MP James Macaraya, and Deputy Chief Minister Aleem Ali Solaiman, along with other notable personalities and stakeholders.

The event concluded peacefully, with organizers reaffirming their commitment to amplifying the voice of the Bangsamoro people and opposing any legislation that could weaken inclusive and fair representation in the Bangsamoro Parliament. (Noron M. Rajabuayan, BMN/Bangsamoro Today)
