
Office of MP Benito Successfully Conducts Legislative Consultation with CSOs in Lanao del Sur on Proposed Civil Society Engagement Act

COTABATO CITY (July 9, 2025) — The Office of Member of Parliament Abdulbasit R. Benito successfully conducted a three-day Provincial Legislative Consultation with Civil Society Organizations (CSOs) from July 7 to 9, 2025, in Marawi City. The consultation focused on the proposed Bangsamoro Civil Society Engagement Act of 2025, which aims to institutionalize meaningful CSO participation in regional governance.
In its Facebook post, it said that arround 50 representatives from various CSOs across Lanao del Sur participated in the event, which included focused workshop sessions and collaborative discussions. The consultation concluded with overwhelming support for the bill, with participants describing it as timely, empowering, and long overdue.
Ms. Nonie Lao, founder of the Lanao del Sur People’s Council, called the measure a “dream come true,” pledging “101% support” on behalf of her organization. Meanwhile, Mr. Ansary Diamaoden, Executive Director of UNYPAD-RANAO, expressed his support for the bill, quoting the song “Bakit Ngayon Ka Lang?” to convey their long-held sentiments.
Participants also expressed strong trust in MP Benito’s leadership and vision, citing his longstanding engagement with grassroots communities even before he assumed public office. While endorsing the bill, the consultation generated valuable feedback aimed at refining it.
Key points included the need for: Clear criteria for CSO accreditation and representation; Inclusive mechanisms to engage smaller and unregistered CSOs; Cultural and regional representation across all levels of governance; Independence and transparency in the operations of the proposed Bangsamoro CSO Coordinating Office (BCCO); Stronger provisions for accountability, grievance redress, and protection for marginalized organizations.
Stakeholders emphasized that the bill has transformative potential for strengthening participatory governance in the Bangsamoro Autonomous Region.
