
MSSD Launches Digital Financial Inclusion Program for Learners of the Center for Persons with Disabilities

COTABATO CITY (April 11, 2025) — Following a recent agreement between the Ministry of Social Services and Development (MSSD) and the Development Bank of the Philippines (DBP), launched a new digital Opening of Transaction Accounts for the learners of the Center for Persons with Disabilities conducted at the MSSD Center for Persons with Disabilities on April 10, 2025.
This new program provides Financial Assistance System Transformation — MSSD’s digital disbursement system for financial grants for MSSD’s digital disbursement system for financial grants and is now available to students at the Center for Persons with Disabilities.
Representatives from DBP and the Bangko Sentral ng Pilipinas (BSP) attended, emphasizing their commitment to bringing formal financial services to vulnerable communities.
MSSD Director General Atty. Mohammad Muktadir Ahmad Estrella highlighted the ministry’s dedication to supporting persons with disabilities (PWDs) and the importance of this initiative in empowering them through easier access to financial services.
The Development Bank of the Philippines (DBP) facilitated the on-site opening of transaction accounts for the students, ensuring a smooth process and providing guidance on account management. This move towards digital disbursement of financial aid guarantees secure and transparent transactions.
The Bangko Sentral ng Pilipinas (BSP) emphasized the significance of financial literacy, educating new account holders on their rights and responsibilities, promoting safe digital banking practices, and reiterating their commitment to supporting marginalized communities through financial education and access.
The successful launch of the transaction accounts demonstrates the Bangsamoro Government’s commitment to providing accessible, inclusive, and technologically advanced social services for vulnerable populations, including persons with disabilities.
The partnership between MSSD, DBP, and BSP, under the FAST project, will expand to other regions of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), aiming to reach more beneficiaries and further develop the region’s digital financial infrastructure.
