Chief Minister Macacua urges Members of Bangsamoro Parliament to Pass Essential Legislation

COTABATO CITY (April 9, 2025) — The Bangsamoro Parliament held the ceremonial opening of its fourth regular session on April 8, 2025, officially welcoming a new group of members to the legislative body. Interim Chief Minister Abduraof Macacua addressed the lawmakers, urging them to pass essential legislation that will prepare the region for its transition to a regular parliament.

In his speech, Macacua emphasized the values of unity, service, and commitment to the Bangsamoro people. He acknowledged that while he did not actively seek the mandate, he now fully accepts it with humility and trust in Allah (SWT). “I did not chase this mandate, but now that it is mine, I will carry it fully,” the Chief Minister stated, reaffirming his resolve to serve with courage and a clear sense of purpose.

Macacua honored the legacy of his predecessor, the late Chief Minister Ahod ‘Al-Haj Murad’ B. Ebrahim, pledging to build on the achievements of the past administration with a focus on discipline, transparency, and long-term goals for the region.

The Chief Minister also addressed civil servants, urging them to prioritize action over mere attendance. “Serbisyo muna bago sahod” (Service first before salary), he emphasized, calling for an end to complacency and a stronger commitment to delivering tangible results for the Bangsamoro people.

With the first Bangsamoro elections less than seven months away, Macacua called on the new members of Parliament to work together to pass crucial laws, including the Bangsamoro Revenue Code, the Budget System Law, and the Magna Carta for Persons with Disabilities (PWDs) in BARMM. He stressed that these laws will lay the foundation for the region’s future as it prepares for its transition to a regular parliament.

Parliament Speaker Pangalian Balindong also addressed the assembly, underscoring the importance of leaving behind a legacy of good governance. He urged lawmakers to collaborate effectively in advancing the interests of the Bangsamoro people.

The ceremonial opening was attended by the Presidential Adviser on Peace, Reconciliation, and Unity, Secretary Carlito G. Galvez Jr., who reiterated the national government’s commitment to supporting the Bangsamoro region during its transition period.

Macacua reminded the Parliament that the work ahead requires a collective effort. “This is not work for one man; it is for all of us,” he said, urging lawmakers and civil servants to move forward together with unity and a shared dedication to public service.
