
NCMF and MOH-BARMM Sign MOA to Enhance Healthcare for Muslim Pilgrims

GENERAL SANTO CITY (April 8, 2025) — The National Commission on Muslim Filipinos (NCMF) and the Ministry of Health of the Bangsamoro Autonomous Region in Muslim Mindanao (MOH-BARMM) formally established a partnership on April 3 to strengthen healthcare services for Filipino Muslim pilgrims, particularly those participating in the Hajj in 2026.
According to a Facebook post from NCMF on April 7, 2025, a Memorandum of Agreement (MOA) was signed during a ceremonial event at the NCMF Office of the Secretary in Manila.
The agreement was signed by NCMF Secretary Hon. Sabuddin N. Abdurahim and MOH-BARMM Minister Dr. Kadil M. Sinolinding, Jr., with support from NCMF’s Bureau of Pilgrimage and Endowment (BPE), led by Director Engr. Rahmatol M. Mamukid. Under the agreement, MOH-BARMM has committed to donating 5,000 doses each of flu and meningococcal vaccines to the NCMF to help fulfill international health requirements for Hajj pilgrims.
The Ministry also pledged logistical support, which includes providing essential medicines, supplies, and medical equipment for the vaccination campaign. “This partnership represents a crucial step in safeguarding the health of our pilgrims and ensuring they meet global health standards,” stated Secretary Abdurahim, who expressed gratitude for BARMM’s ongoing support.
Minister Sinolinding reiterated the Ministry’s full backing for the initiative, emphasizing the importance of institutional cooperation in enhancing health services for pilgrims. He also noted that the project has the support of both the current and past BARMM administrations.
Attendees included key officials from both agencies, such as NCMF Commissioner Atty. Michael Mamukid, who highlighted the agreement’s significance in promoting the welfare of Muslim Filipinos undertaking the Hajj.
