BTA Parliament Bill No. 188 seeks to establish the Ministry of Bangsamoro Migrant Workers, classified as a Personal Bill

COTABATO CITY (May 29, 2024) — BTA Parliament Bill No. 188, which aims to establish the Ministry of Bangsamoro Migrant Workers seeks to create a dedicated government body to address the needs and welfare of Bangsamoro migrant workers was introduced by MP Engr. Baintan Adil-Ampatuan. 

In a stakeholders forum held on Tuesday, May 28, at Surya Hall, the Alnor Convention in Cotabato City attended by different government agencies, former OFWs, and other interested parties discussed the implications and potential benefits of the proposed ministry. The forum highlighted the significant challenges faced by Bangsamoro migrant workers and the necessity for a specialized ministry to provide legal assistance, employment support, and reintegration programs.

The proposed Ministry of Bangsamoro Migrant Workers will be responsible for providing comprehensive support to Overseas Bangsamoro Workers (OBWs), ensuring their rights and welfare are protected. This includes the provision of necessary services, legal assistance, and other support mechanisms for Bangsamoro citizens working abroad.

While this initiative has garnered support from various stakeholders, however, the bill faces an uphill battle for approval eventually classified as a personal bill rather than a priority bill.

“Umaasa kami na kahit hindi ito nalagay sa priority bill kundi sa personal bill lamang, ay maipapasa pa rin ito,” Atty. Jomaira Macabandi said

The bill’s progress marks an important step towards recognizing and addressing the unique challenges faced by Bangsamoro migrant workers. The BTA Bill No. 188 was filed last May 31, 2023, and had its first reading on June 26 last year. (Hasna U. Bacol, BMN/Bangsamoro Today)
